I would agree — as would Malm — that state power collapses into authoritarianism without substantial public consent. A majority of the public must be persuaded that limit is not just necessary, but desirable. I’ve just finished reading another fine book that makes that case very well — Kate Soper’s Post-Growth Living: https://www.versobooks.com/books/3693-post-growth-living. She argues that making do with less offers opportunities for better ways of life: shorter working hours, less energy intensive leisure pursuits, less crass consumerism. Of course such a transition would need to be managed so that the burden of frugality does not fall on the poorest. Anyway, I heartily recommend both books.
